If you would like to have this kind of widget in your blogger as I have in my menubar which you can keep in your sidebar too.
Hereby, I m going to mention the process to grab it in your's blog.

First: Template must be backup
Before doing anykind of modification we should not forget to have backup coz later on if we dont like the changes then we can
retrive the old one. So, go to your Dashboard>Layout>Edit HTML Tab and download your template as xml file and save it in your HardDisk.

Second: Creat a new Link list widget in Your Sidebar
To do this, go to your Layout>Page Elements tab and add a Widget in your sidebar of the desired place. Choose link-list widget from the given list.
Set the Title such as Admin widget or Admin Tools or Admin and add the following links.

Dashboard : http://www.blogger.com/home
Change Design : http://www.blogger.com/rearrange?blogID=######
Change Settings : http://www.blogger.com/blog-option-basic.g?blogID=######
Edit Posts : http://www.blogger.com/post.g?blogID=#####
New Posts : http://www.blogger.com/post-create.g?blogID=######
Log Out  : http://www.blogger.com/logout.g

For the links given above you need to change the ###### to the original Blog ID of your's. The simple way to get these link is first go to your Dashboard and view the links
(Design, Settings, New Posts and Edit posts) and copy the hyperlinks from status bar or your browser then paste it in your link list widget.

Save and Enjoy
Save your new widget and see your blog. Your new widget gives your quick access to your desired field but viewers will not be able to edit it coz they can't log into your blog.
